seo question for those in the know?

I know that links are a way to get your site noticed by the seo bots, do you just need links to your site from other well known sites, or do you need to add links on your site back to the other sites? Hope this makes sense.

I wouldn't necessarily consider myself in the know, but getting links from other sites is a good way to help your SEO, linking back to the same sites will lower the quality of those links - Whether linking out to other sites, not sure, I'd consider it to effect it negatively, but don't quote me on that because it's just my opinion
