If he dislikes technology that much get him a sketch pad and some crayons.
Seriously though your question is unanswerable without telling us what the intended budget is. The amount of simple p&s cameras numbers in the hundreds so we need to know a budget.
TBH practically any sub £100 P&S will be simple to use even though they may have a lot of tech available in them you dont have to use it as they all have an idiot proof full auto mode.
For instance a simple and very cheap camera which will give fine results for a technophobe snapper and I mean snapper, cameras like these are fine for family snaps etc

Canon A series ...
My Dad is hopeless with new stuff but he operates an old A480 (I think .. 460? 430?), the 4-series seems to have the least fartuppable controls and that's a big plus.
(The 5-series is easier to get wrong.)
The last one with built-in (tiny) viewfinder is the A1100IS, a very good little camera.-I still carry one.
