Ok I had no idea where to post this so yeah...

I want to do a shoot and cover the model in "Hundreds & Thousands" but not sure what to use to stick them to the model.

Couple of suggestions people have already made are body glue and honey.
Which is fine, but body glue normally comes in small quantities and honey sounds like a better idea.

Not too bothered about getting messy, just want to be able to give a consistant overall coverage of the top half of the body and possible full body.

Cheers.

make some sugar syrup

Im not even going to mention if your using a lolly pop stick in the shoot and where that would go LOLOLOL

In theory should stick to anything that is wet/damp, lick your finger and stick it in a pot of them and it will come out covered. (no don't go licking your model)

If you don't trust that and it could stop sticking if it dries out then you could use a product used in cake decorating gum trag or gum tragacanth, it is a clear gloppy liquid that is used to stick things together, it usually only comes in small pots, I will ask my sister later if its possible to buy the stuff to make your own in larger quantities which always makes it cheaper. Confectioners glaze will probably work also from cake decorating but that is really thin and makes stuff shine a little.

Now do you need an assistant for this shoot? ;)

I use Tragacanth at work. We have it in powder form and add water to it. It's surprisingly expensive but you wouldn't need much to make enough to cover a torso. But like other suggestions, I'm not sure what would happen when it dries.

I honestly think syrup would work best as it won't dry, so will remain flexible.

Tate & Lyle syrup or similar diluted with hot water. Allow to cool before applying, obviously.
It'll brush on easier and wash-off a lot easier too - for which your model will thank you later.
Stick to edible solutions, as they'll be less likely to cause any health problems. Some skins are sensitive to certain adhesives.
