So, I have been organising my pictures by date - one folder per year, containing 12 folders for months, then each set of images in a subfolder with a date and descriptive name. This is all well and good when I can remember when something happened, but the collections is growing to the point where I need a little more help.

In essence I'm looking for Flickr style "tagging", on my PC. Mrs NBT and I have separate user accounts on the PC for ease of managing emails, but we have the same shared location for images. It would be great if we could both tag to the same database so I see her tags and she sees mine, but it's not essential. It would be great too if I could easily link versions of a photo e.g. Raw vs processed vs cropped vs de-sat etc?

Any suggestions? I do recall someone mentioning Picasa, but I can't immediately see anything on the web that mentions tagging, and TBH 'm not looking for the facility to upload to the web at the moment

Picasa is probably your best bet. Tagging is supported and there's a quick explanation here:

You don't have to use the web sharing for it to be useful, it's packed full of handy features. The best bit is that when you edit a picture, it works on a copy. So you can always get back to your original.

I'm not sure about sharing between user accounts though. Could you create a seperate account you both have access to for storing photos?
 
I used the same system as you until I discovered Lightroom.

Far and away the best way to catalogue your collection.
 
Thanks all. Can't afford Lightroom so will give Picasa a whirl
