I would suggest some local adjustments tweaks
to accentuate, separate the building from the sky.

I quite like this, a different take to what I have previously seen.
For me I would get rid of the roof bottom left, the street light bottom right and the 'bits to the left and right of the building ... might also drop the amount of sky.

What was the reflection in the river like?
I feel it is too cramped at each end and need some work on the contrast.

I have just downloaded Gimp and Lightzone. I only had Nikon ViewNX2 before.
