There are hundreds of ways of doing it, from free to very expensive. What do you want out of it? Do you want your own branded site with the ability to sell images, or just somewhere where you can show friends your photos?
Flickr is free (or you can pay for more space and options), but is just a photo host. Just upload your photos and thats it.
You can make a site using something like the zenfolio, moonfruit or clikpic websites. You design the site through the online templates and they host it all. This costs anywhere between £30-100 depending on the package you choose.
Then you get your custom designed sites froma web desginer, usully £200+ for a 1 page site.
Or you can buy a cop of a web editor like Dreamweaver and code it yourself. You'll still need some form of web hosting. You can buy this from about £4 a month, or you could even set up your own dedicated server at home to host it.

You can get a Tumblr web site for free or a wordpress site for free.
Like TCR4x4 said you can pay for a web site design. As a web designer I would charge more than £200 but you can get one cheap but you get what you pay for. Hosting for your type of site would start from around £50 per year and a domain is between £2 and £5 a year.
