The first thing to think about might be the zoom range...
17-200 is a lovely wide range giving you a wide angle and long zoom option and of course everything in between.
28-300 is lovely and long at the long end but it isn't very wide at the wide end as on your Nikon it looks like 42-450mm.
17-200mm would be more useful to me.

They are both good so if you like to shoot wide then the 18-200 is what you need but if you prefer the reach then the 28-300 is your lens.
The 28-300 is about a £100-150 more expensive. Image quality, I would say very similar
