Why Do Colors in Graphics Appear Splotchy or Distorted?

I had this problem a while ago but after romving rocket dock I think it got fixed. However now its back and on both screens. Ive changed the drivers back to old ones and then back to the new ones and it doesnt make any differences.

Any thoughts?
