My guesses are as follows. A selenium cell so no battery. Set film asa/din on dial & leave it there for each film being used. Appears to have two ranges to use according to the light. They will be selected by the flap at the front - note the slot in it - use with the flap closed in bright light & open when it's dimmer. I guess that you take the aperture reading from the needle scale and transfer it to the aperture scale on the knurled disc, lining it up with either 'open' or 'closed' according to how you've set the flap. Then choose a lined-up pair of aperture / shutter settings ...
