If you order your shopping or even a camera online from Tesco the delivery driver isn't going to pull out some shipping documents and demand an additional £38 in import duty unlike DHL delivering your HK goods

No, it isn't.
Tax avoidance is what you pay your accountant for, he finds all the legal things you can do to pay less tax. It's quite legal, and whilst immoral when companies like Vodafone avoid huge amounts of tax, there is nothing HMRC can do unless Parliament change the laws.
Tax evasion is smuggling (in these examples), an item is brought into the country contrary to UK law. It is illegal and a criminal offence even if done through ignorance. HMRC can investigate and fine or prosecute offenders through the courts for evasion.

You'll find that the handling fee the carrier company levies more than pays for this.
Whilst I hate the current government, I see the good of the NHS, the efficient public services, the reasonable quality of our roads, our public transport, even our welfare safety net keeping the sick, disabled and elderly safe, and everyone of those who cheats the public purse is stealing from that. Do it, but have the decency to keep quiet about it.

Pick up the phone and dial 999 and someone is there to answer in a couple of rings isn't efficient? Ever been in a road accident and had paramedics, fire and police attend promptly and help you? Ever been to a GP or hospital for an illness? Have you ever ordered a passport? Have a regular bin collection? Fall down a mountain and you won't expect to be rescued? Your house catches fire you won't call out the Fire Brigade?
I could go on and on.

What I mean by that post is that the shipping company will charge /bill you for any duty tax or vat due according to the shipping documentation not HMRC
unless the originating company misdeclares the value of the parcel - Panamoz may not but many grey sellers do
One thing I forgot to mention is on the parcel they write something different to what is inside. My 70-300l had written "toy parts" lol
Plenty of people (including myself) have received orders from Panamoz with a negligible amount declared on the package and an incorrect description of the goods contained within it. People have asked for a VAT invoice with no luck. I have no issue whatsoever stating that on a public forum as it's fact, backed up by evidence.
Debate this crap all you want but no one, not even StuartR knows for sure if Panamoz are acting illegally or not so shut the hell up and go and bore someone who cares or get a woman, if it bothers you then go grass them up to the customs
