Not sure how you are trying to upload with IE, but the best way to upload to a webserver is use an FTP program I use Filezilla myself

Having just re read your post you are using a local server surely you could just copy the images to the relevant place on...
Well I'm sure a man of your ingenuity can rig something to stand it on it's edge and monitor it for a few days, as I said above it could be rebooting for any number of reasons that has nothing to do with the router itself
I may even have a couple of those feet kicking around I will look...
I have had several Netgear routers over the years and they tend to reboot if they are getting too hot. is it overheating?
If it is laid flat try using the little plastic stands they usually come with to stand it on it's edge may improve airflow
Also it may be having to reboot as it losing sync...
