The holy trinity RF lenses all have IS (I assume you meant the 24-70).

All the RF IS lenses have 5 stops according to canon stat lists, according to Panasonic IBIS creates additional noise on photos due to excess heat generation too. So it's not as cut and dry as you are suggesting.

Is IBIS any better than lens IS? If not then I dont really see your issue here, haven't canon stated they didnt use IBIS because specific lens IS is alot more effective due to being tailored to the lens it's on? Firmware 1.40 is out later this month with hugely improved eye af and focus tracking.

How about a 7D with a 50mm 1.8, could pickup both for £900 (Import 7D brand new). Would be a very nice start, primes will help you learn faster as well about composition. Although if you need the extra width this is probably not a good starting point!

Would you not suggest using AI Servo on a 7D for subject moving towards the camera then? Or perhaps using zone AF or point expansion?

Build your own PC, its easy and you will get a vastly superior one for your money, especially when compared to outrageous prices of Macs (considering their spec).
