Strange, I can see details on both even viewing on my mobile phone. May be focus is slightly behind the head, but I don't think so. It's quite a young Swan, maybe the smoothness of his bill doesn't help.
Possibly some water refraction?

The right thing to do even for the wrong shot
because one never knows… the next one may
be the hit. If the next one doesn't come, then
you got that one… and it is not a wrong one !
As for the "over exposition", I would judge only
with the RAW in my converter as, like this, I can
not appreciate very well.
