To correct the image posted In PS the tool I would use is Puppet Warp as you can pin and fix the position of the parts of the image you do not want to move.
Open in PS.
Copy background layer.
Make rough selection of good sky using lasso.
Select free transform from edit and stretch selection to fill the duff area.
Flatten and save.

Select copy and past the good part of the eye, flip horizontal and move into place.
Use the patch tool. Then spot heal and clone tools for the rest,
Use an 18% grey layer to blend.

Open in PS.
Copy layer.
Flip copy in transform.
Slide copy across using move tool; align cross on top of dome.
Apply a layer mask, and then paint with black to blend in, paint with white to correct any slip-ups.
Flatten image.
