I am going to use my contact in China to order the set:
Jinbei RD-600 power pack and a spare 24V DC Lithium battery

Ship to UK via sea/land (cheapest but takes a month)

I would try something like 30 mins or longer exposure to get the trails of the stars + some random short time spotlight to close to the windmill (so not to light up the grass)
I think the concept on first one could make it really shine: head look down but a tad less, adding rim light around shoulders/back and some hair light.

OT, my funniest encounter was on a bike tour in China. stomach bug kicked in 30 mins out of town on a highway. There are plenty of roadside buildings. Stopped and knocked the door, the owner let me used his. He still looked a bit disbelieved as I've done, thanked him and left.
