Sounds like firewall settings to me. I get the same sort of windows messages with Kaspersky until I change the local network to 'trusted'.
You could briefly turn off the firewall on the PC that you can't connect to (or both PC's) and see if it works.
Make a bootable CD or USB flash drive and check the bios is set to boot from CD or USB before the hard drive. The CD or USB stick could have a linux stand alone version on it or just a basic dos. If it always boots fine to the media their may be something flakey with the windows install...
Sounds like a physical problem to me. Something not seated properly/dodgy internal cable or plug. Could be the CPU fan starting sluggish and the bios protecting the PC by not starting up. As you've seen a memory error report maybe try removing and reseating the memory.

If so check out the makers web site. they should have all drivers available to download. Install them all. You can create a restore point as often as you like to be able to undo changes (google it if you don't know how).

I have a touch screen ultrabook and use the touch all the time. It has become natural to select scroll and zoom etc by touching the screen. So natural I get the urge to reach out sitting at the PC but haven't touched the monitor yet :) .

Plex is something else I've not looked at. As it is 'closed source' is it still free or do you buy it? Couldn't see prices from a brief look at the web site so I'm assuming its free. Not downloaded anything yet.
^ is exactly what I do too. When I upgraded the hdd in my wifes laptop I booted it from a USB stick prepared on the server and restored to the new drive over ethernet to test out the backup. Worked perfectly even if it did take 3 hours or so.
Can't say I've seen HP microservers on sale anywhere...
