If he has iOs12 on his iPhone and iPadOS 13 on his iPhone there will be incompatibilities between the two. The most obvious one is that everything on Reminders app will disappear from the iPhone but remain on the iPad and no new reminders will transfer. I think there will be glitches in the email syncing too but can’t actually prove it, partly because iOS 13 seems a bit shaky in the email department still — as @wibbly in post #717 may indicate. Why?
If you're cynical it's enforced obsolescence to make you buy a new phone.
If you're happy with tech progress then it's because it isn't powerful enough to run the latest OS without major performance limitations which Apple have decided will devalue the experience so won't support. If you want the latest performance and features then you need a newer phone.
Your iPad Air 2 is more powerful than the iPhone so gets a stay of execution.
Edit: to say Reminders on Mac pre Catalina will also disappear. I know not everyone uses Reminders but I feel one incompatibility may indicate there are others. Reminders in iOS 13 is a ‘new‘ app.
